Good points!
Though I'm not sure exactly what the Archbishop meant, this is how I see it: A lot of of people around the world see the US as this hugely powerful, wealthy nation. That is the image we present in the media including movies, music, and TV.
Then you see what has happened in the aftermath of Katrina. How can a country so invincible and powerful have a disaster of this magnitude?
The things that we saw down there are typically only seen on TV from some 3rd world nation.
The way I see it is that we do see ourselves as largely self-sufficient. That is obviously not true. The Archbishop may not have stated it as clearly as he could, but I think he means to say that humanity is one. The lines that divide nations are artificial. We must pull together all the time, not only when disaster strikes.
