The answer to 1) is the proper order (sans Magicians Nephew, which can be read whenever).
It's: LWW, HHB, PC, VDT, SC, LB
The first time I read the Narnia books I did read Magician's Nephew last. It was a good way to tie it all together, but I agree with you that it can be read whenever.
It might be good to read it later on the first time, but when (not if, when) you reread the series, read M'sN first to see the whole story in chronological order.
